To genuinely answer your question: Green has always intended to be a cyclical server, not just be Blue 2. So once Green is caught up to Blue (effectively Luclin launch), it's time for Green to recycle and start back at classic. People rightfully want to keep their Green characters, but there won't be enough of a population to justify having two servers effectively in the retirement home (and then what? another in 3 1/2 years when Green 2 sunsets?) so the plan is that Blue is essentially the retirement home for people's characters after a Green cycle.
