The argument of keeping track of those helping is pretty silly when there's 20+ that show up every time and really the only one actually doing work is the kiter.

Limit level turn in to 60 where roller must be non role/anon to display their level. Raiders won't really bother if they have access to better bracers but still an option if they want to cheap out on their dkp for their 8th alt. Non raiders whose scout will actually be bis will finally have less competition.

If everyone brought level 5s to scout then it wouldn't be doable. So if the purpose of increasing the level cap (such as 52 as suggested earlier) is to limit the amount of rollers, don't go half measures just eradicate the problem so we don't see people crying about it. Level up to 60 and compete with far less people, it won't be the end of the world if your lvl 5 alt doesn't get scout when you can twink it with everything else. Nobody else can cry about people not deserving it when they're 60 and factioned. Stop crying, fix the problem on both sides.

That would be a cool side reward for hitting 60. Everyone grinding xp would have more incentive to get max level than just a new spell, disc, etc. Could still leave quake scouts FFA so if lower level players really wanted, they could form up and roll/kite/kill before the 60s got around to scout between targets.
