A multiple season epic conflict and war with the alpha quadrants greatest threat. Combined with actual character development and stakes in a series, not good enough for you?

I love TNG but nobody besides picard ever grew or changed. Voyager had a crazy person as captain and even though the premise was lost and alone with no help they seemed to never have any real lasting damage. DS9 did a ton of things before its time.
