It is BS. I laughed when I saw the raiding rules and then I sadly smirked. Yes guilds back then made agreements with each other and/or made a schedule.
Mostly because they needed 30-40 people and to get 30-40 people they have to wait till all those people can play. Punishable by GM for breaking player made agreements? NEVER EVER heard of it.

As I was in a guild that didn't look at forums to find a schedule. We just killed whatever was up that we could handle when we had the proper amount of players on.
Yes some guilds hated us with passion but no gm's ever talked to us yet alone punish us in any form. It may sound dickish but why should I have to wait in line and play a portion of the game just because other people are not ready.

Because the people running the server have stated their intention that casual and hardcore raiding should both be viable options on this server. They have put this system in place to achieve that end. That's reason enough.
