There are very few zones where swarming can effectively occur. Why not go to another zone if the swarmer is killing that one.
FoB taken? Well Cabilis has 4 entry level zones adjacent to it. Try Swamp or Lake instead.

I think a small portion just don't give a fuck about the people around them, and draw the biggest stink. I was leveling(with a group) a few weeks in kurns/fob area, or attempting to when druids were non-stop PLing.
You make due, ask them to leave, if they don't, you report and go about your day. I had a guide show up and chase um off. And as far as Kiting goes...I tended to stick to low pop areas, like FV for about 7 levels. When I had no choice but to OT, I kept to non prime time, or smaller kites so I wasnt jacking everything.
