Didn't read the thread, but ooc (as much as I dislike it) is essential for some people for ports and groups and selling and such. Just throttle it to once every 15 minutes.

I like the idea of GM's using a #mute / #revoke command. Get out of hand in ooc? They'll #mute you and you can talk again in 3 days.

Is it fair? No. Is it dependent on fallible GMs for enforcement? Yes. But fear of losing OOC tends to keep people somewhat in line, and its a little less harsh than suspending you from the get go.

But then again, that's why I am glad I am not a GM. Screw dealing with you people. ;-)
