You know what caused the Romain Empire to fall? They didn't change anything. They got lazy, conservative, and the rich completely fleeced the lower orders instead of meeting the challenges of the day. What happened to Rome, Japan, the fucking Mayans. This is what happened to China before Mao came along and saved their damn country. The elites had no personal motivation to change anything despite that the society was decaying.

If you're interested in Roman history, read empires of faith by Peter sarris I believe. By the way, the eastern Roman Empire fell after basil II because of the same thing. The urban wealthy class of Constantinople took all the money from the citizen farmers in Anatolia who had been, for 400 years, fighting Muslims to a fucking standstill. For probably a 2-5% gain in profits, the major senatorial families destroyed the means by which the people on the border sustained themselves and thus the empire.
