Part of the C/R issue I see nowdays is defining what bumps you up to the next Tier.

In Kunark, VP was easy to point to as moving up to the next level of raiding. Successful kills in VP were a great way to determine who was actually ready for the top of the end game.

In Velious, where would those lines even be drawn? ToV itself has many different Tiers of dragons to choose from, some even get left up for days ( Sevalak ). I dont believe it would be remotely close to the same cut and dry system the previous version of R/C was due to so much grey area in Velious raiding and the amount of targets with wider ranges of difficulty.

Would need a true lexicon of nerd rules to sort that out.

Why would anyone need to move a tier?

C - use whatever you want. Mages are a go. Shadow step for dayz
FFA - foot races/current rules
R - clear to the mob

Less congestion and everyone can shitlord in their preferred shitlord way

Not sure if this is what you are referencing. I know you have very strong evidence supporting it was a wrongful suspension such as "even though it wasn't"... but I dont see these situations as comparable.
Correct. My evidence that it was not a kite is irrelevant to the point I am making though. You can and will get disciplined for a stall or kite irrespective of your opinion that another raid force has to be ready to go at that moment you're stalling.

I think aftermath eating the last suspension when no guild was contesting is evidence enough that the impact on another guild isn't considered

I am not defining whether something is a kite or stall being based on whether the competition is ready, not in the slightest. Rules should not be broken period, there is some wiggle room people like to use if mobs are 'uncontested' but in general I fully agree that rules are to be followed regardless what other guilds are doing.

I was merely standing on a soap box saying that I am of the opinion that guilds should not be 'calling out stalls/kites' if they themselves are not ready. Has nothing to do with how the rules are applied or any specific encounter, but rather how the other raid forces act amongest themselves in a contested raid situation.

Time and time again, guilds will instantly call out for stalls/kites at different thresholds of all sorts of pulls. My opinion is that no one should be allowed to force the opposition to drop their pull due to a stall/kite unless they are ready to pick it up. This has everything to to do with the spirit of what those rules should represent and I was horrified when after we had a 6 hour guild summit, neither the kiting or stalling rule as it pertains to Velious was updated something even the Aftermath officers were hoping would get settled in the Nerd Summit '16.

Again, I'm speaking in general about how I feel about those specific rules and its still not too late to get them properly up to date.
