This whole thread is just asinine. The only problem the OP identifies is that the GM's don't enforce anti-spamming/anti-vulgarity rules for global ooc. If that's true (and somehow I doubt it) then the thread shouldn't be about limiting the use of OOC to once per minute, it should be about the GM's doing their job. If you think they aren't doing their job, prove it (screenshot people violating the rules, with timestamps, then show them still being allowed to use ooc at a later date, again with timestamps). Limiting it to once every minute isn't fair for the people who use OOC legitimately - I don't want to have to tab out to IRC every time I want to have a harmless conversation with someone.

nah, it was implemented when server pop was around 30 at off peak hours. population dropped to 3-7 online at off hours.

Then came Kubark rumours, and population rose a bit, then came kumark confirmation and pop exploded to the point where its almost healthy now.

Imho it had nothing to do with global OOC... neither the drop in population following its release or the massive increase in population we just saw. People was bored with classic.

Now there is even two guilds and pvp happens occationally, so i predict a further increase in pop until people get bored of their iksar alts and pop starts to drop again 5-7 months into kufark... and it will have nothing to do with global OOC again.

I voted keep it with restrictions... but i doubt it ll change and its not a huge deal to me.

Step 1: Fix game breaking root/stun/blind resists to make them more in line with classic. Elemental / direct damage types don't seem horribly out of line like the above.
Step 2: Suspend for first infraction of racism / threats, ban (literally) for any next infractions esp in public channels.
Step 3: Hope Kunark is enough, don't grief off newcomers.

He did a lot worse than that over the last week as well but you can only take so many screenshots and report them before you just throw your hands up and shrug it off. I don't care about OOC because I can use ignore, I just find it fascinating that the guild espousing this crusade against OOC is the biggest offender of racial and religious slurs as well as spam. I really dislike the holier-than-thou type personality and a few of the nihilum forum warriors here seem to espouse that view.
