So how does a smaller guild clear and engage when the big guild is just going to zone in and start the DT cycle on them anyway?

The DT cycle doesn't start until CT or one of the mini-bosses is engaged/aggroed. Your statement implies intent when none was present. An errant draco aggro unfortunately requires everyone in zone to relog to clear the DT cycle. For future encounters, be sure you have everyone camp as soon as the first death touch occurs (people should have it on audio triggers), and you will only lose 2 people at a time to the DT cycle based on the refresh timer.

The rules are pretty wack. /who all fear, send a tell to ask if zone in is clear and then zone in and work something out but I guess that would require acting like a human being right?

As was said earlier in this thread, leadership A was in contact with guild B to let guild B have a free and clear shot before any attempt was made by guild A. Accommodations were offered and made; much more so than other guilds would have offered.

Furthermore if Draco is up and you know your guild is going to zone in and engage, why not actually have your guild zone in before running and finding Draco. It takes what 2mins for a ranger to zone in and point the way?
I guess I'll blame the rules instead of the monsters its created.

No offense, but this displays a lack of zone/encounter knowledge. Ranger/Druid zones in and says hey Draco is north! Of course Draco is north, track doesn't show where in the pathing cycle Draco or CT is though. You should have eyes on the ground to give real time information about pathing and roamers before you send in your crew.
