Is it against server policy to have the program running in the background, or is it against server policy to use it in game?
If MQ is running at all it is being injected into every instance of Everquest. You could load one toon on PEQ and one toon on P99, MQ would be running on both of them. He knew what he was doing, he's just trying to skirt the repercussions.
