I don't know how the staff do things, but I have to imagine that A) they aren't stupid, B) they have some kind of list of potentially problematic players.
Drop a pet on a group one time? Highly unlikely to get a ban: heck, the odds are good no one would even report you. But keep doing it enough times and people will petition ... and again, while I don't know for sure, I have to assume that when the same player gets petitioned over and over, the staff will take a look at that player.

Oh that's a good one! If you need to make your enchanter summon pet attack a mob, unlike most pets in Everquest, your pet will only help if you get hit first. An easy way to do that would be to root everything. If you get closer to a rooted mob than anyone else it'll attack you, and then you can back up with your pet helping kill the mob!
