No they are missile platform launchers not shoulder launched. Basically, the missiles themselves are very agile and fast and able to dodge chaff much better. Along with very sophisticated radar systems that tie in with the missiles and make them more accurate.

That combined with the fact that the Russian Air Force is not well equipped. A lot of their planes are surprisingly outdated and less able to evade more advanced defense systems.
