Solution #1. Change the acceptance of multiculturalism that has developed since the end of WWII. Not all cultures deserve our respect or tolerance, not all cultures are equally advanced when it comes to running a stable, progressive society. Say nono to racism. This will guide a more reasonable immigration policy in the future, leading to:

#2. Very selective, low-volume immigration laws that are actually enforced. No more businesses importing hordes of low-skill low-wage labor and then passing off the social costs onto the government and the public. Allow a proper volume of immigrants to adapt in a welcoming, compassionate, open society without forming parallel societies or dramatically altering the host culture.

#3. Adopt post-scarcity basic-income fascist liberal republic. Stop worshiping the dollar, start pursuing self-improvement and the advancement of the human race as a brotherhood of mankind, with policy guided by science and objective thought.

We've been fighting for a thousand years, right? Don't you think that if we were going to impose global hegemony we'd have already accomplished it? When is all this "no boots on the ground" nonsense gonna be set aside so we can go in there and blast these evil people to oblivion? I mean Al Qaeda was bad enough but ISIS is making them look like tame.

You can't defeat an insurgency with an occupation under the current rules of engagement. Vietnam, Iraq, Afghanistan, should have been enough to teach us that.

As soon as we show up they'll put away their black flags, put on their finest civilian clothes, and lay dormant planting IED's until we leave. It's also a colossal drain on our resources that accomplishes nothing, and this reality is one of the motivations behind these terrorist attacks... trying to provoke a misguided, useless, expensive response. Just look at all the ways 9/11 has degraded our country purely due to the actions we took in the aftermath.

Storming and blowing the shit out of their strongholds in northern Iraq is a step that needs to be taken, and eventually will be, by us or someone else. But yeah the ROE does cripple us - but only us. You think Putin will care? Not that I expect him to launch an invasion but someone has to take the ROE and wipe their ass with it to eliminate these fuckers.

Only other thing we can do is not let these fuckers in our countries. France is currently fucked because there's too many of them already and the rest of Europe is in serious danger with these new refugees. One of the suicide bombers was a "Syrian refugee" who passed through Greece. Can't let these fuckers in.

How about we *gasp* try just leaving them alone? The US has been busy fomenting discord in the Middle East for the past 50 years. We supported the foundation of the State of Israel (because clearly the Arabs should have to take the Jews we didn't want). Our other allies in the region, the Saudis, are busy financing ISIS and bombing hospitals and weddings in Yemen (while also chairing the UN human rights committee!). Our original ally, Saddam Hussein, was busy gassing the Kurds as we cheered him on in his war with Iraq. Then we have two direct wars in Iraq, one in Afghanistan, and proxy civil wars in Libya, Egypt, and now Syria. And during this whole time the US has been making a profit selling weapons. I'm not saying the Arabs have been blameless, but I hope you can start to understand why they talk about American imperialism.
