Simulated repops get done when Rogean does them. They happen on both servers at the same time. We have no control over any of it. Regardless, Stasis, at this point you've said the above so many times, made so many demands, and questioned/called us out enough times that we just ignore your threads at this point.

Biggest problem with red has nothing to do with the staff nor the code, it's the people who play here. Sure, you can still tinker a bit with resists / ac in pvp, maybe do something about plugging or what not, but none of that is going to make red into a 300+ pop server. Until people stop being asshats red will always be capped at the same 150~ people.
