if our entire civilization could operate based on a single document, simlilar to the US constitution, then i think it would set the pace for us to finally reach unity as a people. unfortunately, the UN was established by the few, and in operation does not reflect a globally unified mindset.

look at how budgetary funding is split amongst the member countries and you'll see who wants the UN to have authority.

This has always been the case in most states. It says that if the police officer has probably cause, he can search without a warrant. It sounds like previously even if they SAW drugs sitting in plain site, they couldn't search. In any other state the officer would arrest you and search the car. So PA is just getting in line with most other states now.

This has been the case in Louisiana for decades.
