My plan would have been tanking him with a pet at his back and just burning a SoulFire and Reaper on myself, but I figured it wasn't worth it.

I think you underestimate the effect of being 12 levels above the target.

I didn't have much issue soloing Fear in Velious as a 59-60 necro with charm. I didn't do break in, but I charmed Fetids and did Nightmares for Greenmist boots. Had FD, but no Tash or (in the case of enchanters) 255 charisma.

edit: Also as far as I can tell Phinigel dispells every hit and it's 4 slots so it should be impossible for the pet to tank. I don't know if he is stun immune/slow immune/mr immune or just a belly caster that no one wants to deal with. I was considering trying to ROA him down with a BP cleric at once point if the dispell is resistable.
