it's like you make the atomic bomb (server) and you don't want to let other countries (guilds) have nuclear secrets (under the radar information). it's gm's business and no one else's or else everyone gets nuked. letting Iran or North Korea beta test and keep the successful nukes, makes other countries uncomfortable.

If you open it now, people just gonna hafta deal with zones coming up and down, restarts etc. If you're making the xp classic rate in the beta, what harm is there in giving them a start to finish out the boring stuff/where not too much can happen.

For beta: mandatory "get people pulled to zone" for testing/participation.

So I've seen some talk of PvP being enabled from level 1. It hasn't been decided, but there's a quote somewhere with Rogean saying he hadn't intended to make 1-5 safe. I think that'll be necessary, otherwise it'll be impossible to even get started when tards run around on level 1 chars jumping anyone who attacks a decaying skeleton. Imagine 50 people in every starting zone and nobody can even get that first ding because they're permanently being attacked by others.
