Maybe the system is completely fair and random noob will get first pick at loot in Velious but I guarantee you Jib feels like he is up there on getting first dibs on Velious loot.

Not even an idiot would rock the boat with a new crew and try to steal crap loot when they need everyone's support to get whatever loot they can before this ship sinks in Velious.

I think a mix of DKP and Loot Council is best. For example, main tank warrior should get priority loot over a ranger who has more dkp. This is a simple example but sometimes loot needs to be distributed based on common sense rather than raid attendance alone. I'd mention an AoN example but in all honesty I hope nameplates get added. It should just be a vanity thing and not a game changing PvP clicky.
