Definition 3 was appropriated based on definition 1 and 2, "masses" or the nation, there is no difference between definition 1 and 2 aside from the time period and appropriation of the term.

At one point goy literally just meant "the people out there". "The Roman state" et al. elite Jews used it to refer to lesser observant Jews during this same time period.

A jew that isn't observant would be referred to as a part of the nation/masses aka the goyim. So you had the pharisees leadership referring to other temples as goys potentially due to lack of observant behavior. Its just a way to say "you are not us". "You are not us, because you are the masses".
