Bind rushing was never a real concern. Guilds on live like pandemonium held tight and dominated the server for YEARS despite bind rushing. The whole argument that people shouldn't be allowed to fight each other all night is crazy to me. You already took out the option to rain zone lines by not coding immunity to guilded people. This just discourages pvp.

Logically to me if you rain a zone line, it should hit everyone.

If it wasnt classic, thats a tweak i would agree with.
