That's their foot I believe. It's size allows them to dig in the sand/silt at an amazing rate. I've been clamming because I grew up on the ocean, but never for these guys.

They're a pain in the ass. We used to look for them at low tide on the water line. Little holes in the sand where water would pop up. Had to dig fast for them or they'd be gone.
