neither is double fucking loot, but "classic" got thrown overboard a while ago.
Double loot on p99 is almost 'normal' loot for live. Dragon individual drops here are significantly lower. 1-2 drops here compared to 3-5 drops on live for most dragons.

And isn't vulak supposed to be 3 different loot tables so there is never the same item?

When you loot an ST drop, every item from every character your IP has ever logged in to gets deleted.

that's a weird argument. pretty sure p99 blue has more kunark/velious loot than all the live servers back in the day. like none of this is fucking normal
