Doesnt make sense -- They dont try so the 3 week penalty isnt a deterrent for them since they are in the same boat they were before they tried anyways.

I’m only speculating. Some guilds are perfectly happy farming HoT and competing for smaller targets to complete epics. Could be they don’t know the timer, could be they just don’t want to, maybe some of them are unfamiliar with the mechanics of it, but the GMs made the decision they did based on what they felt was strong enough evidence of someone potentially cheating that they made it a new rule, so these are the ones we play with. A roll is a much lower barrier of entry than clicking for the duration of the window as well so if they do decide they want to throw their hat in the ring the opportunity is more appealing. There are all sorts of people at angry, shady, and scout after all. A few less ring 10s is t a huge deal, summer is coming, enjoy some bbq if you lose a ring 10 roll.

And then turn around and setup a nice neat ring war system that completely excludes TSS - doubling down to say itd be idiotic to think anyone in TSS should ever get a ring 10!

Also, I must admit feeling a little blush knowing I am getting all this credit for ring war roll. Really gotta give props to server staff for that one.

A character named “Ngar” has been promoted to guild officer by Kittens. This presumably occurred after the character name was accepted into guild membership.

Ngar is also a rep for Kittens on the UN - imo another public promotion (again, not a choice I woulda made - but hey no judgment here!).

And since you asked. Yes, I personally believe the intent of /ran for ring 10 is to... give multiple guilds a chance at ring wars. As in more than 3.
