So a guild can own a camp?

It's not asking for instanced, the camp rules don't let you just take camps from people so it's an abuse of the rules what they were doing effectively locking people out. List is a good option but they could have just said "highest dps gets the loot" too if they wanted that kind of competition.

I was CSR. Dps race was not the rule we applied. The kill stealing rules once they were officially finalized were FTE for mobs that were not part of a camp for example

Right because in 1999/2000 people knew that Summon Corpse would be tactically useful in the plane that hadn't released yet so they locked it down so no other guilds could get it.

I don't disagree with that to an extent. I would've preferred to have seen some fix added to prevent using this method in PoS because certainly that mechanic couldn't have been something the SOE devs intended to be used and I'm guessing it would have been declared an exploit and patched had it become widely used back in the day. However, I don't know how much work that would be for the P99 staff (or even if it's possible for them to do with their resources) so I would take this solution over no solution at all.

You cannot levitate in POSky, you cannot gate or evac or port out from plane of sky, how about this: You can no longer use the spell: Summon Corpse in PoSky.
