That policy is gone as long as you don't mention anything else when saying the name. (rice meal talk is not allowed)

Multiple people attacked Rogean directly in several threads about 3-4 years ago and nobody got banned for calling him he-who-shall-not-be-named.

Would be rather silly, seeing as P99 put out a public news bulletin with his name on it lets not forget...

Any bans you saw for it were probably a mistake by the revolving door of Guides, since people have regularly accuse Rogean of having him living in his attic with no effect.
