I am guessing this rule was designed to keep drama to a minimum on blue RNF to decrease petition load and complaints to staff.

Red isn't blue, we don't need this rule as its a smaller community with less GM-to-player politics.

I guess but I think its roots are mostly blue in nature due to the size of their population and the complications that brings.
