I checked this morning. The merchant from the wiki is there, but the spell is not. Because it is a level 51 spell, it may be in FV and not Kelethin. I'll check FV tonight.

The Ornate Velium Pendants currently in game should remain in their un-nerfed state... but I am curious if they are still dropping in their un-nerfed state? Or have they been replaced with the nerfed version with limited charges? These were supposed to be nerfed very early in velious (first week from what I've read) and the pre-nerf version was INSANELY rare on live.
