I expect a fine but I think any suspension is unlikely. I mean, the report dubbed him "probably generally aware" -- Brady retains plausible deniability. More importantly, the league office doesn't want this story rolling over into next season.

I'll admit, I don't read many reports from civil court, but apparently they're phrased in the nicest way possible. Sure, if you interpret it as a layman, "probably generally aware" doesn't sound so bad. But if you read it as a civil lawyer (like the person that wrote the report), it's a pretty strong indictment against Tom Brady.

Is there a difference between inflating the balls before official measurement and deflating them after official measurement?

Of course the Patriots owner is going to lie about what's in the report. Go to page 8. What he actually means to say is that after testing the first time, they tested a little lighter the second time. You've got to let a little bit of air out every time you test a ball, so come to your own conclusion.

There's a huge difference between submitting the balls to the officials at 14psi and having the officials deflate the balls to 13.5psi and what the Patriots have done. Let me know when Aaron Rodgers has his ball boy steal the game balls after they've been turned over to the officials and then sneak them into the bathroom to add more air.

The phrasing is used to establish guilt in a civil court generally. Enough for a civil court not enough for a criminal court.
