The goal is to get baseline resists closer to classic.

The maybe not so classic goals are to make CC type spells not be too overpowered. To compensate for this component, would be to make debuffs be more powerful.

In velious, debuffs casted in pvp got doubled. So for example a tash that normally did 40 went to 80.
