It's based on fact, I've talked to plenty of people that caster train in Guk on p99 when casters could bind in dungeons.

Reputation matters a little more on a 600+ pop server. Not everyone is just going to attack every person they see. See how awesome it is trying to raid while being globally hated :P. Train enough and I'm sure you get your ban.

It was changed before kunark even launched. I would bet that red99 will just start that way but regardless it's not going to be a viable strategy for very long according to the classic timeline.
