There's a difference between TMO and TR in this case. The TMO officers are saying they had no idea it was going on, whereas Perun was one of the guys running the show for TR. The fact that one of their officers (probably among at least 2 others) got caught puts a huge stain on the guild that only the biggest dipshits will try to ignore. When there's a few bad apples in the bunch, you get rid of them. When it's the management doing the shady shit, well then it's kinda hard to play the 'we didn't know' card.

Also, anyone in TR with the special titles who was caught cheating (like Cyrano's protector of Sunder title) should have those stripped. That's just a given.
