No, there's very little pvp on red till you hit 55 or so. It's hard to level cause you'll mostly be soloing unless you find someone to PL you up.

As someone who spent 4 years on Tallon Zek, I have the experience and authority to endorse this idea, because I lived it.

EQ 1 on 1 PVP was pretty unbalanced and no all that fun, but group PvP did a lot to leveled the imbalance.
