Big companies who bought into it for the usa government to borrow from the federal reserve.

Then the usa gov pays out to these big companies over time to cover their investment and possible interest.

So you better pay your taxes to pay for those trillions.

Federal reserve <-> (big companies | us gov) <-> Tax payers
