Hmmm do you think WA has more bums than phoenix? So we have a place in Phoenix called Central Arizona Shelter Services, my job takes me there a lot

They have a lot of homeless outreach there, but what they don't have is enough shelter, just an overflow which is basically one gymnasium with some cots. Outside the place its tents for probably about 2 blocks in every direction. Sort of like a mini skid row. If I had to estimate, at any given time there are probably about 400ish homeless just in a single 1 block by 1 block square. CASS is super sketchy btw, if we're ever helping a homeless person who is by themselves at a park or whereever, we always advise them to stay where they are that night and go to CASS during the day. But I'd say 90% of homeless that have ever been there, never want to go back "F that! I'm not going back to CASS. I was assaulted there last year". I don't blame em

Let me check, looks like 3,767 homeless in my county last count

That's the law now. No single municipality can ever have enough shelter for the transient population, so we get to host tents in all our parks and playgrounds.

oh wow, you guys are way more lenient

in AZ I don't know of any parks where homeless are legally allowed to camp, despite us not having enough shelter either. And businesses can trespass any homeless they want. That's usually where our homeless calls come from. We hate getting them because there's nothing we can do as social workers

Police will call us from someone's business, saying a homeless person has been living on the property and needs "shelter assistance". The only emergency shelter is CASS, and if you don't get there before 4pm, you're shit out of luck for the day, the welcome center closes @ 4. Not like getting there earlier is going to matter much. There's a few shuttles that come to take people from CASS to churches for shelter, but it's hardly anyone that gets in those. A bit more than that can get in overflow, and the rest which is most of them, get nothing

So we offer CASS, the one option, the homeless person says "Fuck that! I know CASS", and the cop gets frustrated at us because we weren't able to magically pull a shelter that doesn't exist out of our asses and tells the homeless person "well you can't stay right here". And the homeless person walks off, usually not far. So long as he's not on a business property, he's usually left alone. Sidewalks and parks are ok, just no tents/camping in parks

Hell even the park that I jog at sometimes has a few homeless sleeping on picnic benches or just on the grass. And my area is pretty nice

There's some sad sights you see at CASS, and one of them is seeing a wide eyed 18-19 year old boy with clean clothes clutching a duffle bag outside CASS with a look of fear on his face

You can tell, this was a kid that was just kicked out of his house by his parents for whatever reason, and is facing homelessness for the first time, at one of the sketchiest places in phoenix. Luckily I don't see this often, because it really is a depressing sight

Yeah I don't know the specifics, but that case is why homelesses can kinda do whatever they want without vagrancy laws applying.

Could be wrong, but it might be time to revisit some shit!!
