Sort of.... They will still eat an item if you gave them everything they need if they are broken. Example would be some SolRo quests where the correct items were given in their entirity but the items went poof anyway with no responce from the NPC.

So while the staff segemnt might definitely be something she is looking for, it does not necessarily mean she wants something else. If she's broken she will just eat the segment.

I did some digging & some mining. In regard to the High Guard Battle Staff that is. The 3rd piece must be the result of a quest that was never stumbled upon or has no intro text. It isn't in any item DB nor is it mineable from the main EQ database of items. That or they never put the piece in lol. The item ID is just skipped.
