Right, and if it was intended to only be lootable by "approved peoples" then corpses would stay locked for everyone with some sort of command similar to /consent to give approval to loot corpses.
But the developers didn't do that. Because they're meant to be public. Because that's the more immersive, fantasy experience. World of Warcraft fixed the drama too by keeping corpses locked forever and making you ineligible to loot something unless you were present in the group or raid for the kill. Sure that's easier for customer service, but it's also more restrictive and makes the game less interesting.
