Serverwide message or just make all the damn raid mobs pop at same time each week + throw in quakes.

it cant be the same time, since timezone, it would not be fair to huge % of the server

You could have everything pop simultaneously but at a different time each week. So one week everything pops simultaneously at 6pm est, the next week everything pops simultaneously at noon est, and so on.

Killing Sevalak(his loot is bad right?) disqualifies you from killing current Vulak but allows you to choose the time of day for next ToV respawn

Random thought:
Server closes for a day each week with each day moving forward each week. I.e 1st week sunday, 2nd week Monday ect...
( like a server shut down without having a full repop when it opens back up )

Then on each day it opens back up have an earthquake at a random time.

This woud:
1: essentially have 4 earthquakes per month
2: force people to have a life
3: earthquakes would be known and rotated days so eventually every guild no matter their schedule would be able to have a chance at the experience of rushing to whatever target you wish to fight for it.

*mobs with 7 day spawn timers would need to be adjusted to 6 days or 3 with a 24hr varience.... or whatever else suitable.

Classic was basically server resets every Tuesday or so. With a full repop after each 8 hour patch. We could just tweak this so that the server reset repop isn't at the same time every week (which traditionally was something like 4ish GMT and would favour 24/7 and euro guilds) but as the previous poster said, changed by 6 hours every week. This would even things slightly, give people the raid content they desire and be closer to classic than it is now.

It doesn't matter how you announce spawns or when things repop: fundamentally P99 has way more raiders than raid targets (vs. live) and until that changes (or something like instances or rotations are added) the P99 raid scene will always be "broken".

Everything else is just lipstick on a pig.
