Disease Cloud costs 10mana.
What do you need the 2k for? Only reason is to spam lifetaps to solo some low 50s mob at 60, which, again other classes could do way better. SK is a group tank, int doesn't really matter since you get aggro from very low mana consumption spells.

Also I gots most of my points in dex, since as said, str and sta aren't hard to cap, and agi hardly matters. Int just isn't a big deal for SK. Paladins, yes, since they get actual buffs worth casting and group heals and HoT, but an SK primarily casts a low mana cost FD and low mana cost aggro spells. There just isn't a point where you feel like 2-3 more lifetap casts would've done something big.

DEX over INT (pve) seems totally fine. It's just when it comes to (pvp) INT is what provides your staying power and the ability to do constant damage. (Lifetaps / Asystole / Boil Blood)

If your lifetaps land they also allow you to stay in on mobs through AoE's without taxing healers. Most recent use besides tanking Kunark content we've found for SK's is to let them tank Halls of Testing. You can slow the mobs immediately with the snap agro.

I thought lifetaps were a 100% land rate ( maybe with the exception of high level raid targets )?

nope, lifetaps are low resist (-200 magic) and either 100% effective or 100% resisted, but they can be resisted. I haven't seen a resist on regular exp mob at 43 for quite a long time trough... obviously, since it is magic based, all mobs with really high MR to prevent snare and such have good chance to resist...

It gets randomly resisted by seb juggers, kithi DEs, ToV trash, slowable boss dragons, to name some. It should be that only 100% magic immune mobs like Black Reavers can resist it, or mobs that are vastly higher level than the player. As it is, pretty much anything that's 5-10levels higher or has high MR is frequently resisting taps.

Generally landing a tap on a malo'd/Tash'd boss dragon works well enough, but you still get a random resist in there now and then. And if it ain't resist debuffed, it's a coin toss.
