I went to the other extreme. Given that the staff is overworked and underpaid, I always feel it's best to find a way to solve things amongst ourselves. I certainly would not recommend just KSing a staller and then scooping the loot... But let's say someone is found to be stalling via fraps/logs/screenshots a month after they already killed the mob with their unlawful FTE. Does the loot just get deleted? Is is just assumed that the petitioner had the best claim to the mob?

In other words, there's usually a tactful way to be proactive and avoid a petition scenario.
