Lotta people try and lawyerquest the rules on it, its not a perfect system and never will be unless there are more active GMs/guides to enforce and that simply won't happen. I had my druid port bot zone into seb to scout zoneline since im a 40 some druid and don't mind eating yt if i can check the zone line clear because i knew lns was going to be violated and didn't want it to happen hence succor east, died, was bound outside. called LNS seb, zoned in. looted up my corpse, and within 20 seconds of sitting down I had Scarface and someone else telling me to "leave the zone now or im killing you, leave now" etc over and over and he killed me on LNS. I barely had the 80 mana for gate(no mana regen until looted my bags with water, even then it took a bit to get the mana and mem my spells). But according to Scarface LNS because I was on a druid means I should have been able to instantly poof out of the zone like magic.
Other times, It just comes down to people being dicks and wanting to get that YT to pad their stats. I have only ever petitioned one person for lns violations and that was when I got killed 5 times at my bind after obvious LNS calls and GMs took care of that. Most of these people aren't worth the time to even bother, despite their shitty attitude and the excuses following along the lines of "well your guildy killed my alt on LNS so im gonna take it out on you wahh" type of stuff.

Most of the above LNS up above he was calling from dreadlands, then kc, then EJ then finally the last 3 were from TT. One person even asked why someone called LNS so much. He did this to make it abundantly clear so anyone zoning or just logging in would make no mistake because he was killed at least 1 prior time to Sindarella nuking him in log above.

Legday was in the zone for less then a minute before being killed for 'not looting and scooting' fast enough apparently monks can cast gate and instantly get out of seb entrance. Though I think Scarface mixed up monk with a rogue being able to sneak/hide and run out NP as opposed to a 55 monk buffless probably a 50/50 chance of not dying at best when he had me there to port him out safely also on LNS already. Telling us it was clear to run from zone in to top zone out, but in reality only the first 2 frogs at ent were dead the rest were spawned. I think they were more worried about us being in the zone thinking we were using lns to 'spy' on their ledge group, as if it was so important.

Oh man so much more I could paste but im sure its a wall of text already. Scarface's LNS rules are pretty interesting how they vary. Also Legday was on his 4th some LNS still during this period when I finally got out with corpse and ported/evac'd him again then camped for a bit.
