Someone needs to create an on a budget port guild. Pay 15pp per port, shitty service, ports to the wrong places, rude porters, no sow/lev/invs. etc...

Build up some competition for the budget minded or low level characters.

You pretty much described the Bhear Force One experience on nights when I'm drinking. Only difference is I provide snacks when I remember to.
