Because the goal is to be mechanically classic. Deviating even further than that so some people can get feels is not in line with the direction of the server.

Pfft I wish P99 was like live.. Maybe we wouldn't be so top heavy or just have more people on alts.. It does get boring soloing sometimes at those "odd" levels =)

I think they introduced hot zones in 2006.

I think Hot Zones were GoD.
Pretty sure Hot Zones (or Hot Spots as they were originally called) started in the April 28, 2004 patch. http://www.tski.co.jp/baldio/patch/20040428.html

Offically listed Hot zones were later, but there were zones that people knew had higher XP mods prior to that I believe Hole was a well known one fairly early on.

I recall when SoE removed the population count from the server select screens and changed to a descriptive label. The rumor at the time was that this was done because the population count was in decline due to WoW's popularity. Many sites would graph the population over time which showed WOW shooting up as EQ decreased. This was affecting public perception as people predicted the eventual demise of EQ.
