Would you also apply such a hypothetical program to corporations as well as individuals? I think of the Wal-Mart effect on things like food stamp programs.
I think the problem with overtaxing individuals would be things like... there's already a lot of reticence to engage with public services of any kind in the poorest communities. Seems like raising taxes on the poor would have a wet blanket effect.
Then again, I can see the sociopath's path to such a program leading to more Republican votes, perpetuating the poverty effect
