If you had a scenario where you didn't have any PNP from launch because EQ didn't have one for several months post-launch, you'd have a ton of people who would just make the experience absolutely miserable for others. Intentional trains, kill stealing, camp stealing, scamming in trades, etc. would all be quite common.

The server would end up being low pop until the PNP turned on, which would be disappointing and rob people of getting to experience the fresh server from day 1.
