We have federal police officers (US Marshals, FBI) and immigration control agencies (DHS/ICE). I don't think there's any reason a state should be required to aid or assist them if they don't want to.

The result being defunding and the federal government stepping in themselves to do the deporting.

Any way you cut it it’s the states responsibility to have a law and order state. If they don’t fulfill their responsibility then it’s either up to the federal government to prosecute them if it applies or take care of the case themselves and provide repercussions for the people that are not doing their patriotic duty to help the federal government.

Would you withhold FEMA money to a state hit by a national disaster because the governor won't denounce Trump's political opponent?

It’s not blackmail. It’s simply not a wise allocation of resources to fund cities intent on hoarding and spending the resources on non US citizens, illegal immigrants.
