Dhamp would be a good answer but he only has 2 guards. Dont need a group to break cuz you can drop in from roof.

Not really a well populated zone though... hmmmm!

Well populated outdoor zones old world imho:

Freeport, EC, WC, Oasis, High Keep, OOT, Rathe Mountains, Crushbone, Unrest, Mistmoore

No serious loot camps in FP, EC, WC, Oasis and High Keep. No Real twink gear in OOT, Crushbone. Can't think of any loot camp in Rathe Mnts.

Leaves me with Mistmoore and Unrest. Only male with twink drops in Mistmoore would be dhampyre.

Unrest has a few more, but I wouldn't call them "sought after" Drops.
