I have seen it go to like 6.5k people. My advice as you level is to skip quests sometimes and embrace the grind. I hit level 31 today on my Undead rogue ^_^

Is snare supposed to do nothing against mob running away speed? I'm also getting blocked by things without shields and warrior rage seems broken as shit (lose full rage on miss/parry/dodge, and gaining nothing from crit/being crit)

As others have said super busy server. Just plan to skip a lot of quest that involved picking up ground spawns. For example the dwarf /gnome one where you have to get box that spawn near the yeti cave and deliver the ammo to guy near the dwarf starting area. just skip it their a line of 4 to 5people always waiting for the box spawn during prime time.
just go for the kill X amount or deliver x item quests for your experience. Like other have said do not be afraid to grind a few thousands of Experience, just do not do it on mobs people need to kill for a quest for example the elder boars for the hunter pride line of quest in loch modan.
