Well it's not an official thing. There isn't a list somewhere and people need to meet a criteria. You know, when you see someone enough in VP or elsewhere not dying or doing stupid things but still contributing. You get a feel for who you should be worried about when it comes to pulling a dragon, and who you shouldn't. Naturally FTEs are more noticeable than some things that may be equally skillful.
