The level cap is 60 currently, and it's the the FFA distinction that decides whether binding is enabled or disabled, a non-classic distinction that has been arbitrarily applied on what I would guess is the premise of zones with dwagonz. That same premise would lead to other zones needing FFA distinctions as well, and half of Velious zones needing FFA distinctions, but that would mean you wouldn't be able to bind in zones like Kael and Skyshrine which would cripple melees. This ain't rocket science.
